Other surveys have shown widely differing rates of sexual assaults. 45 In Britain, a 1982 survey by Women Against Rape found that of 1,236 women who responded to a questionnaire (2,000 had been originally given a questionnaire—a response rate of 62 per cent), no less than 214 (17 per cent) said that they had been raped, and 243 (20 per cent) that they had been the victims of an attempted rape. 46 On the other hand, in a survey conducted by Company magazine, only 10 per cent of respondents reported that they had been the victim of sexual assault, rape or attempted rape.

Many of the explanations for sex offending bring with them their own manifestos for change. The sociological analysis of Brownmiller argues that sexual offending must be addressed through a radical reordering in society, an empowering of women and children and a coherent attempt to break down the patriarchal assumptions of men. Aspects of this manifesto have received support from proponents of the social learning theory, who have attacked the self-serving myths about women and children which reinforce offenders’ behaviour, and have criticized the availability of (particularly child) pornography.
